Attendance Policy

  1. Definitions
    1. Unexcused Absence
      1. An Unexcused Absence is an absence that occurs without approval of the Committee Chair or Officer in charge of the event or obligation.
    2. Excused Absence
      1. An Excused Absence is an Absence that occurs with the approval of the Committee Chair or Officer in charge of the event or obligation.
    3. Individual Event
      1. An Individual Event is an event or obligation that an Active Brother agrees to complete as defined in Section 2.1 of this policy.
    4. Group Event
      1. A Group Event is an event or obligation that the Active Brotherhood agrees to complete as defined in Section 2.1 of this policy.
    5. Absence
      1. An absence is defined as missing at least one-third (⅓) of an Event, and is determined at the discretion of the Committee Chair in charge of the even or obligation.
  2. Policy and Procedures
    1. The requirements for making a Group Event mandatory are as follows:
      1. A formal motion must be made and seconded and requires a two-thirds (⅔) majority vote of the Brotherhood.
      2. A time or completion date must be specified within the formal motion.
      3. Motion must be approved before or during the second General Business meeting after the Fundraising and Finance, Music, and Service Committees have been established individually during the semester in which the Event first occurs.
      4. An Event that occurs before the second General Business meeting of the semester may be made group mandatory by the Executive Committee if the following provisions are met:
        1. Mandatory status is approved by majority vote of the Executive Committee.
        2. The Brotherhood is informed of the Event a minimum of one calendar week in advance by the Executive Committee.
        3. The date, location, and time must be included when informing the Brotherhood of the Event.
      5. A series of Events or part of a series of Events may be made group mandatory if the following provisions are met:
        1. A formal motion must be made and seconded and requires a two-thirds (⅔) majority vote of the Brotherhood.
        2. An Event sign-up sheet must be provided for each Event in the series and made available to the Brotherhood.
    2. The requirements for making an Individual Event mandatory are as follows:
      1. There must be an Event sign-up that includes:
        1. The name of the Committee or Officer in charge of the Event.
        2. A set of requirements must include:
          1. Title of the Event.
          2. Time or completion date of the Event.
          3. A brief description of the Event.
          4. Location (if applicable) of the Event.
      2. An individual Brother must sign their name or send an email agreeing to complete the Event.
      3. Active Brothers are required to perform a minimum number of Fundraising and Finance Committee Events and a minimum number of Music Committee Events every semester, as set by the respective chairs and approved by a two-thirds (⅔) majority vote of the Brotherhood.
      4. Those Active Brothers not fulfilling the minimum number of events by the Sunday after the General Business meeting of the semester will receive an unexcused absence for each Event under the minimum.
    3. To remove mandatory status from an Event, one of the following must occur:
      1. The mandatory status of the Event is revoked by the Committee Chair or Officer in charge of the Event.
      2. The approved time or completion date regarding the Event is changed in significant manner.
      3. A vote of two-thirds (⅔) of the Active Brotherhood.
      4. A majority vote of the Executive Committee.
    4. Event Procedures
      1. The Secretary will maintain an attendance list of each Group Event and Individual Event.
      2. The Committee Chair or Officer in charge will submit a list of excused and unexcused absences to the Secretary for each Group Event and Individual Event, pursuant to the following:
        1. This submission must occur within one week after the Event is completed, unless the Event occurs during semester or summer break.
        2. If the Event occurs during semester or summer break, the submission must occur by the first General business meeting following the break.
        3. If the submission is not made, no absence will be recorded.
      3. The Secretary will individually inform each Brother of his/her Unexcused Absences on a weekly basis. A total of the number of Unexcused Absences will be included in that email. All attendance records will be available upon the request of any Brother.
      4. When a Brother receives a finable infraction the Secretary will notify the Brother and the Treasurer.
      5. When the Treasurer receives notice from the Secretary that a Brother has incurred a finable absence, the fine will be immediately added to the Brother's bill.
      6. When a Brother reaches one finable infraction prior to executive action, the Secretary will notify the Brother and the Executive Committee.
      7. At the end of each semester, all absence totals will be set to zero (0).
      8. All Individual Absences that occur between regular school semester, that is after the last week of classes and prior to the first General Business meeting, will be considered absences in the following semester.
      9. No Mandatory Group Events may be scheduled between the last day of scheduled classes of a semester and the first day of classes for the next.
    5. Default Mandatory Events
      1. Rush Week, the Closed Smoker, Pinning, Informal Initiations, Formal Initiations and all overnighters will be Mandatory Individual Events as stated in Section 2.1.2 of this policy.
      2. General Business meetings will be Group Mandatory events and will be exempt from the time requirement as stated in Section 2.1.2 of this policy.
  3. Policy Enforcement
    1. Fines
      1. When a Brother has Group Unexcused Absences totaling more than one-fifth (⅕) of the total Group Events, as determined pursuant to subsection 2.1.3 of this policy, the Brother will be fined according to the following fine schedule:
        1. First additional Unexcused Absence: $5.00
        2. Second additional Unexcused Absence: $10.00
        3. Third additional Unexcused Absence: Executive Review
      2. All income from fines will be allocated to the General Fund.
    2. Executive Review
      1. Upon reaching the level of Executive Review, the Executive Committee will review the Brother's Attendance Records and hold an open meeting of the entire Executive Committee to discuss the matter. This meeting must be held within two academic weeks of the most recent violation of this policy and must conform to the following guidelines:
        1. The meeting must be announced at least five (5) days prior to the intended meeting.
        2. The meeting must take place on the campus of Northern Michigan University.
        3. The Brother in question must be allowed to attend and to address the committee during the meeting for a time of no less than five (5) minutes at his/her option.
        4. the Executive Committee will issue their decision at the meeting, and will formally announce the results at the next regular General Business meeting.
        5. If the Executive Committee fails to meet within the specified time period, the issue will be brought before the Brotherhood for a majority vote at the next General Business meeting.
      2. If the Brother receiving the absence in question is on the Executive Committee that Brother must abstain from voting.
      3. Upon completion of the Executive Review, the Executive Committee must take one of the following actions, as decided by a majority vote:
        1. Allow the Brother to become Voluntary Inactive, at their request.
        2. Impose an Additional Fine not to exceed the previous fine — the next absence will result in another Executive Review.
        3. Refer the case to the Brothers' Court, with the recommendation of Involuntary Inactive status.
      4. Upon any action by the Executive Committee, the President will inform the Brotherhood at the next General Business meeting of the outcome of the Executive Review.
    3. Appeal of an Unexcused Absence
      1. Any Unexcused Absence may be appealed to the Executive Committee at the next General Business meeting following the Brother's notification by the Secretary of that absence. The Committee will issue a decision within one week, based upon a majority vote.
      2. If the committee chair, Brother in charge of the event, or person receiving the absence in question is on the Executive Committee, that Brother must abstain from voting.
      3. If two Brothers involved with the absence (the Brother in charge of the event, person receiving the absence in question, or the committee chair) are on the Executive Committee, the appeal will be brought to a majority vote before the Brotherhood at the next General Business meeting.
